    One account owner per business, and it should be your employee — not us. The owner becomes the default admin and invites the team afterwards. Keeping ownership inside the client business is what makes offboarding an agency painless rather than a hostage negotiation.

    Business details, account details, then identity verification through Persona. We prepare the ID, brief the owner on the live-selfie flow, and check the industry classification against OpenAI's Ads Policies before submission — the restricted-category rejection is the most common preventable one.

    Once access is granted, Settings → Account info has to be completed — account name exactly as consumers should read it, and a clean square logo. OpenAI is explicit that ads will not serve until this step is done. We have seen launched campaigns sit at zero delivery for a week because nobody filled it in.

    Billing profile and payment method

    A billing profile with the invoice email and address matching the account country, then a card with a matching billing address. Until both exist, nothing delivers. We do this the same day access lands.

    Invite the buyer, analyst, and finance seats with the minimum role each needs, generate an API key if bulk upload or programmatic campaign creation is on the roadmap, and confirm change logs are visible so every edit is attributable.

That structure keeps billing, change logs, and the advertiser identity in your hands. If you ever change agencies, you remove a seat. Nothing has to be rebuilt.

Red flag to avoid. An agency that offers to "handle everything" by creating the account under its own email owns your ad account, your billing history, and your pixel. Our own buyer's guide lists this as one of the nine things to walk away from, and we hold ourselves to it.

Where do I log in to the ChatGPT Ads Manager?

Through OpenAI's Ads Manager Beta, using the OpenAI account of the person who created the advertiser account. There is no separate ChatGPT Ads login — the Ads Manager sits on your OpenAI account. If you were invited as a team member, you sign in with the email the invitation was sent to.

How long does ChatGPT Ads account verification take?

OpenAI reviews applications in a rolling queue and publishes no SLA. Plan for several days to a few weeks. Approval arrives by email to the address used to create the account, after which Account info and billing still have to be completed before any campaign delivers.

Can an agency create a ChatGPT Ads account on a client's behalf?

An agency can set it up, but the account owner should be a client employee. OpenAI requires one account per advertiser business, created by one owner, who then invites the agency as a team member. There is no master agency account with multiple advertiser children in 2026.
