ChatGPT Ads Countries: All 63 Markets Where You Can Advertise (2026)
Short answer. As of late September 2026, self-service ChatGPT Ads Manager is available in 63 countries: the original nine markets, all 31 European markets (the EU plus Iceland, Liechtenstein, Norway and Switzerland), Türkiye, India, 14 markets across the Middle East and North Africa, and — the newest wave — Indonesia, Malaysia, the Philippines, Singapore, Thailand, Vietnam and Taiwan. The rule that decides whether you can use it is not where your customers are. It is where your legal entity is based: OpenAI's wording is that the legal entity that will advertise and be billed must be based in a country listed as available.

Six months ago this page would have been a list of nine countries and a long queue. It is now most of the world's developed advertising markets, and the list moved four times in a single quarter. That speed is the reason this guide exists: the availability table is simple, but the rules around it — which entity can open an account, what locks forever at signup, which ad categories are legal outside the United States, what currency your budget floor is set in — are where international launches actually go wrong.

Sources and freshness. The country list is taken from OpenAI's Ads Manager Availability article (updated late September 2026). Account, billing and policy rules come from Ads Manager Account Setup, Billing & Payment and the policy eligibility table in Troubleshooting Common Onboarding and Policy issues. The list changes often; we track every change in the ChatGPT Ads news timeline. Where we give operating judgement rather than documented behaviour, it is labelled as ours.

Every country where ChatGPT Ads Manager is available

OpenAI publishes one table: country, and self-service availability. Every country in it currently reads Available. We have grouped them by region so the shape of the rollout is visible.

If your country is not in that table — or appears as Coming Soon — self-service access is not open to you yet. OpenAI's guidance is that you can still sign up at ads.openai.com and you will be notified when it opens in your country. Larger advertisers with more complex needs can also contact the OpenAI Ads team for sales support.

How the map moved in 2026

WhenWhat opened
Launch through August 2026The United States first, then eight more: the United Kingdom, Canada, Australia, New Zealand, Japan, Korea, Brazil and Mexico. Brazil and Mexico, in late August, were the last of the original nine
September 2026OpenAI announced a rollout to select countries in Europe, India, the Middle East and North Africa; the 31 European markets that had sat at Coming Soon began opening
Late September 2026Indonesia, Malaysia, the Philippines, Singapore, Thailand, Vietnam and Taiwan announced live in OpenAI's weekly product update, and the availability table reads Available for all 63 listed countries

The practical lesson is ours, but it has held every time: a market opens before most of the category notices. Auction prices in a new market start soft because few advertisers are bidding, and they only rise from there. The window is measured in weeks, not quarters.

This is the single most misunderstood point about ChatGPT Ads availability, so it is worth being exact. OpenAI's availability note reads: "To use self-service Ads Manager, the legal entity that will advertise and be billed must be based in a country listed as available."

  • It is about the advertiser, not the audience. A Singapore-registered company became eligible to self-serve when Singapore opened — regardless of where its customers are.
  • It is about the billed entity, not the person clicking Sign up. An agency employee in Dubai creating an account for a German client is creating it for the German entity, and the German entity is the one that must be in an available country.
  • Your billing details have to match it. OpenAI's billing guidance is that your billing information and payment method should match the business entity and country used when the account was created. A US-registered account should use a US billing address and payment method; a card from another country may not be accepted.
  • Billing under a different entity usually means a different account. If you need to bill under a different country, region or legal entity, OpenAI says you may need to create a separate advertiser account with the correct business and billing information.
Two questions people conflate. "Can I open an account?" is answered by the availability table and your legal entity's country. "Where can my ads show?" is answered by the location targeting available in the campaign setup flow. They are separate controls. Before you plan a cross-border campaign — say, a UK entity targeting users in the UAE — open the location picker in a draft campaign and confirm the target country is offered, rather than assuming eligibility in one direction implies the other. This is our operating advice; OpenAI does not publish a cross-border matrix.

Two ways in: self-service, or through OpenAI and its partners

Access typeHow it worksWhat to do
Self-serviceSign up directly through Ads Manager. Account creation and self-service availability are separate — access depends on your countrySign up at ads.openai.com. If your country is not yet open, OpenAI notifies you when it is
OpenAI Ads team or partnersOpenAI states that advertisers in the new European markets can currently get started through the OpenAI Ads Solutions team, agency partners, or technology partnersIf you already work with the OpenAI Ads team or a partner, follow their onboarding instructions

Note the phrase account creation and self-service availability are separate. You can create an OpenAI login and even an advertiser account before your country opens; what you cannot do is buy through self-service until the table says your country is available.

Three settings you choose once and can never change

OpenAI's account setup documentation is blunt: review your country or region, currency and time zone before submitting, because "these three settings cannot be changed after account creation." For a single-market business this is a formality. For an international launch it is the most consequential decision in the whole setup.

SettingWhat it controlsWhat goes wrong if you pick it carelessly
Country or regionWhich legal entity and market the account belongs to; which billing rules applyAn account opened under the wrong entity cannot be moved — you open a new one and rebuild
CurrencyThe currency every budget, bid and invoice is denominated in, and the daily budget floorA USD account run for a Thai business forces every budget decision through an exchange rate, and invoices will not match local books
Time zoneWhere a reporting day starts and ends; when daily budgets and account limits reset; the basis for API date rangesReports that never line up with your analytics, and a budget day that resets mid-afternoon for your customers

Our rule of thumb: one ad account per billing entity and currency, with the time zone of the market you care about most. A group with a Singapore entity and a UK entity runs two accounts, not one. Because one OpenAI login can hold several ad accounts, this is less painful than it sounds — see ChatGPT Ads account, brand and legal names for how multiple accounts and the 10-account creation limit work.

Availability tells you whether you can open an account. It does not tell you whether your category can advertise in a given market — and for regulated categories the answer changes sharply at the US border. OpenAI's policy eligibility table has two columns: US and All Other Countries. For health and finance, the second column is far stricter.

CategoryUSAll other countries
Dietary supplementsAllowedNot allowed
Consumer medical devices, wearables and appsAllowedNot allowed
Minimally invasive cosmetic proceduresAllowedNot allowed
Disease awareness (excluding policy or advocacy)AllowedNot allowed
Menstrual, pregnancy, delivery and postpartum productsAllowedNot allowed
Health software and infrastructureAllowedAllowed
Deposit accountsAllowedRestricted to select approved advertisers
Insurance (excluding health)AllowedRestricted to select approved advertisers
Auto loans and leasingAllowedRestricted to select approved advertisers
Personal loans, BNPL, payments and remittances, financial planning, credit monitoring, cryptocurrencyRestricted to select approved advertisersNot allowed
Financial softwareAllowedAllowed
Legal servicesAllowed (advertiser must be licensed to practise law in the US)Not allowed
Prescription medicines, online pharmacies, telehealth, payday loans, debt relief, credit repairNot allowedNot allowed

Two consequences worth stating plainly. A supplements brand that runs profitably on ChatGPT Ads in the US cannot take that program to Europe, India, the Gulf or Southeast Asia — the category is not allowed outside the US at all. And a fintech expanding abroad will often find its category moves from allowed to restricted to select approved advertisers, which OpenAI says it is not currently accepting applications for in certain categories.

OpenAI also documents the error you will see: "My ads cannot serve in the countries I selected" — shown when a campaign's target countries include one where the ad's policy category is not allowed. The fix is to remove the country or appeal if you believe the category was misapplied. Appeal through Ads Manager is OpenAI's stated fastest path; contact support only if no appeal option exists or an appeal has been pending more than seven days.

Budgets and currencies in new markets

Minimum daily budgets are set per market and currency, not as a single global number. OpenAI's Daily Budgets article gives the standard US minimum as $25. Minimums OpenAI has published for other billing currencies include:

Billing currencyPublished daily minimum
USD25
GBP15
CAD25
AUD25
NZD25
JPY2,500
KRW25,000
BRL40
MXN150
INR725

OpenAI has not published a consolidated minimum table for the euro, the Gulf currencies, or the Southeast Asian currencies at the time of writing. Confirm the floor inside a draft campaign in your account's currency before you set a plan. Budgets planned in USD and converted after the fact have a habit of landing just under the local floor.

Three budget mechanics apply everywhere and are easy to get wrong in a new market:

  • A daily budget is an average over seven days, not a same-day cap. OpenAI bills up to twice the daily budget on any single day, and never more than seven times it across the seven-day period. A launch that looks like it overspent on day two is usually working as designed.
  • With fixed bidding, the daily budget must be at least your highest effective bid across the campaign's ad groups, including audience bid adjustments. In a market with a high-value conversion bid cap, that rule can set a higher floor than the currency minimum.
  • Your card is charged against a payment threshold, not your budget. New self-serve accounts start at a low threshold that rises with successful payments, which means a new-market account generates many small charges early on.

Targeting inside a country

  • Country-level targeting and exclusions are available in every market.
  • In the United States, OpenAI also supports state, designated market area (DMA) and ZIP code targeting. Sub-country availability varies by market, so search the location picker during setup to see what exists where you intend to run.
  • Product feed campaigns are country-level only. OpenAI states that new product-feed campaigns support geographic targeting and exclusions only at country level. See the product feed guide.
  • Platform targeting — iOS app, Android app, or web — is set per campaign, and device mix varies far more across Southeast Asia and the Gulf than across Western Europe. Treat the split as a per-market decision.

Multi-country product catalogs

If one catalog serves several markets, the feed itself carries the country logic. OpenAI's product feed schema includes target_countries and store_country, alongside price with an ISO 4217 currency. A catalog built for the US with USD prices and target_countries: US does not become a Singapore catalog because the Singapore market opened. Build country-correct rows — local currency, local availability, local landing pages — before you point a Singapore campaign at them.

Southeast Asia and Taiwan: what is actually different

The seven newest markets are not one market. What follows is operating judgement, not OpenAI documentation.

MarketLanguage reality for context hints and creativeWatch-out
SingaporeEnglish-first, with Chinese, Malay and Tamil audiencesSmall, affluent, highly competitive — easy to over-bid early
MalaysiaMalay and English, with a large Chinese-speaking audienceDo not assume one hint set covers all three language audiences
IndonesiaBahasa IndonesiaVery large, mobile-heavy market; set platform targeting deliberately
PhilippinesEnglish and Filipino, often mixed in one sentenceEnglish creative travels well; hints should reflect code-switching
ThailandThaiTranslate hints, do not transliterate them
VietnamVietnameseLanding pages must be localised; an English page wastes the click
TaiwanTraditional ChineseDo not reuse Simplified Chinese assets

The underlying rule is the same one that governs context hints everywhere: hints describe how people in that market phrase the problem in conversation, and translating an English hint set is not the same as writing one. Our context hints guide covers the method.

Launching in a newly opened market: the order that works

  1. Confirm your legal entity's country is in the availability table — not your customers' country.
  2. Check your category in the policy table. If the All Other Countries column says Not allowed, stop here.
  3. Open the account with the right country, currency and time zone. They cannot be changed later.
  4. Complete billing with a matching address and payment method, then confirm your logo and your Account, Brand and Legal names under Settings → General.
  5. Install and validate measurement before spend — pixel, Conversions API, and at least one conversion event. Check event quality once events flow.
  6. Localise context hints and creative per market, and set country-correct feed rows if you run product feeds.
  7. Confirm the currency's daily minimum in a draft campaign and set budgets in that currency.
  8. Launch two or three markets, not ten. Read a full seven-day budget cycle before expanding, so one blended number does not hide which markets work.

People Also Ask

Quick answers.

Which countries is ChatGPT Ads available in?

As of late September 2026, self-service ChatGPT Ads Manager is available in 63 countries: the United States, United Kingdom, Canada, Australia, New Zealand, Japan, Korea, Brazil and Mexico; all 27 EU member states plus Iceland, Liechtenstein, Norway and Switzerland; Türkiye; India; Algeria, Bahrain, Egypt, Iraq, Israel, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar, Saudi Arabia, Tunisia and the United Arab Emirates; and Indonesia, Malaysia, the Philippines, Singapore, Thailand, Vietnam and Taiwan.

Is ChatGPT Ads available in Southeast Asia?

Yes. In late September 2026 OpenAI announced ChatGPT Ads live in Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam, plus Taiwan, and all seven are listed as available for self-service Ads Manager.

Is ChatGPT Ads available in Singapore?

Yes. Singapore is listed as available for self-service Ads Manager. A Singapore-registered legal entity can sign up at ads.openai.com, and should choose the country, currency and time zone carefully because those three settings cannot be changed after the account is created.

Is ChatGPT Ads available in India?

Yes. India is listed as available for self-service Ads Manager, and OpenAI has published a daily minimum of 725 INR for INR-billed accounts.

Is ChatGPT Ads available in Europe?

Yes. The United Kingdom and all 31 European markets — the 27 EU member states plus Iceland, Liechtenstein, Norway and Switzerland — are listed as available, and Türkiye is listed too. OpenAI also notes that advertisers in the new European markets can currently get started through its Ads Solutions team, agency partners or technology partners.

Is ChatGPT Ads available in the UAE and Saudi Arabia?

Yes. The United Arab Emirates, Saudi Arabia, Qatar, Kuwait, Bahrain and Oman are all listed as available, along with Israel, Jordan, Lebanon, Iraq, Egypt, Morocco, Algeria and Tunisia.

Can I use ChatGPT Ads if my company is registered in a country that is not listed?

Not through self-service. OpenAI requires the legal entity that will advertise and be billed to be based in an available country. You can still sign up at ads.openai.com to be notified when your country opens, and larger advertisers can contact the OpenAI Ads team about sales support.

Can I change my ChatGPT Ads account's country or currency later?

No. OpenAI states that country or region, currency and time zone cannot be changed after account creation. If you need to bill under a different country or legal entity, you may need to create a separate advertiser account with the correct business and billing information.

Can I use a credit card from a different country for ChatGPT Ads?

OpenAI's guidance is that your billing information and payment method should match the business entity and country used when the account was created. A card associated with a different country may not be accepted.

Why does ChatGPT Ads say my ads cannot serve in the countries I selected?

That error appears when your ad's policy category is not allowed in one or more target countries. Many health and finance categories allowed in the US — including dietary supplements, consumer medical devices, legal services and several lending products — are not allowed in any other country. Remove the country, or appeal in Ads Manager if you believe the category was misapplied.

What is the minimum daily budget for ChatGPT Ads outside the US?

It depends on your billing currency. The standard US minimum is 25 USD, and OpenAI has published 15 GBP, 25 CAD, 25 AUD, 25 NZD, 2,500 JPY, 25,000 KRW, 40 BRL, 150 MXN and 725 INR. For currencies without a published figure, confirm the floor in a draft campaign in your own account.

Can product feed campaigns target regions within a country?

No. OpenAI states that new product-feed campaigns support geographic targeting and exclusions only at country level. Standard campaigns in the United States can also use state, DMA and ZIP targeting.
