> GPT Ads AI gets your OpenAI Ads Manager account created, verified through Persona, billed, and delivering — with account ownership kept inside your business and an agency seat for ours. Setting up the ChatGPT Ads Manager is a five-step process with two silent gates: identity verification, and a Settings → Account info step that stops ads serving even after approval.

## What OpenAI asks for

| You need | Why it matters |
|---|---|
| Business email | Domain email for the account owner, not a personal Gmail |
| Legal business name + website | Must match each other and the billing entity |
| 1:1 square logo | Transparent PNG preferred — becomes the favicon in the ad unit |
| Industry classification | Accurate, not aspirational; mismatches get rejected |
| Country, currency, time zone | Pick the country that matches your billing entity |
| Government-issued ID | For the account owner — Persona will request it |
| Business credit card | Billing address must match the billing profile |
| Invoice delivery email | A shared finance@ alias |

## The setup, in order

1. **Sign up under the right owner.** One account owner per business, and it should be a client employee. The owner is the default admin and invites the team afterwards.
2. **Onboarding and Persona verification.** Business details, account details, then identity verification through Persona. Industry classification checked against OpenAI's Ads Policies before submission.
3. **Account info — the silent gate.** After access is granted, Settings → Account info must be completed: account name exactly as consumers should read it, plus a clean square logo. OpenAI states ads will not serve until this is done.
4. **Billing profile and payment method.** Invoice email and address matching the account country, then a card with a matching billing address. Nothing delivers until both exist.
5. **Roles, API keys, and change logs.** Buyer, analyst, and finance seats invited with minimum roles; API key generated if bulk upload or programmatic creation is planned.
6. **Pre-launch verification.** Pixel installed and validated, one conversion event configured and attached, UTM convention agreed, first campaign built in the guided UI.

## Ownership: your account, our seat

OpenAI requires one Ads Manager account per advertiser business, created by one account owner. GPT Ads AI insists that owner is a client employee and joins as a media buyer seat. Billing, change logs, and the advertiser identity stay with the client; changing agencies means removing a seat, not rebuilding an account.

| Seat | Who holds it | Access |
|---|---|---|
| Account owner | The client's marketing or finance lead | Creates the account, passes Persona, owns billing |
| Media buyer | GPT Ads AI operator | Campaign create and edit |
| Analyst | In-house growth or finance analyst | Read-only reporting and CSV exports |
| Finance | AP or controller | Billing profile, invoices, payment method |

## Agencies and holding companies

There is no agency master account in the ChatGPT Ads Manager. Every advertiser needs its own account, Persona pass, and billing profile. GPT Ads AI runs the five steps as a repeatable per-advertiser checklist with agreed naming and UTM conventions and client-owned API keys.

## FAQ

**Where do I log in to the ChatGPT Ads Manager?** Through OpenAI's Ads Manager Beta with the OpenAI account of the person who created the advertiser account. There is no separate ChatGPT Ads login. Invited team members sign in with the email the invitation was sent to.

**How long does verification take?** OpenAI reviews applications in a rolling queue with no published SLA. Plan for several days to a few weeks. Account info and billing still have to be completed after approval.

**Can an agency create the account on a client's behalf?** It can set it up, but the account owner should be a client employee. One account per advertiser business; the agency joins as a team member.

**Why is my account approved but not delivering?** Almost always Settings → Account info was never completed, or the billing profile and payment method are incomplete.

**Most common rejection reasons?** Category mismatch, restricted category under OpenAI's Ads Policies, sign-up email domain not matching the website, and Persona failures (expired ID, selfie mismatch, delegate completing verification).

**Do I need a separate account for each brand?** Yes. Each advertiser business needs its own account with its own billing profile.

**What does setup cost?** Included in every retainer from the Launch tier. Standalone, it is a fixed-fee project ending with an approved account, validated pixel, one live conversion event, and a first campaign built.
